Hello, there is a problem in our area where the 3rd gym does not appear even though it has meet the number of pokestop criteria for the 3rd gym.
The coordinates of the first gym is 14.171132,121.240802 and the name is Mint + Snow Bakery. The second one is 14.173628,121.243139 and named Dal Cielo Carillon Mural. This 2nd gym is also not valid anymore because it is a painting that has been removed from the shop a few years ago.

This should be reported for removal. The reason it is still there is because no-one has done this.
Was a gym recently removed? It can take a while for the gyms to be recalculated when this happens.
A gym was recently downgraded to a pokestop and the Dalcielo Carillon Mural became a gym. There still should be a third gym to appear
This is from a different L14 cell. There are already 3 gyms in that L14 cell. The one I’m referring to is from a different L14 cell. Also, what app or website are you using for that?

Yes, I know the area is just to the south, but it does appear that the local community has some creative solutions to get more stops than intended, this could cause issues at other locations.
For example this S2 level 17 cell has two gyms, and a pokestop. This should not happen:
This must be it, an inactive gym will block a new gym as far as I know. My guess is that this area had some abuse in the past, and this probably caused this gym to be blocked.
Only Scopely staff can resolve this.

so it probably was created as a gym in the other cell and moved into this occupied one and in doing that it is made in active.
The system believes there are 3 gyms so doesnt make a new one.
You need to wait for staff.
Well spotted - I was looking for an inactive gym but didn’t spot that.
Another reason for this to happen is if the gym is marked inactive due to a property owner request. This will disable the gym but will not cause another gym to be created in its place. This is (believed to be) deliberate policy to reduce the opportunities for abuse gym relocations.
The curious location at the back of the restaurant, just over the cell line, instead of the normal location at the entrance, does suggest this is a strong possibility.
Another possibility is that there’s a sponsored gym. These don’t show in Wayfarer, you’d have to look in game, but they will count against the three per area quota.
There is one sponsored pokestop but there is no sponsored gym
A disabled gym has been found, which already provides the explanation for the lack of a third active gym.
