I mention in this article that there is a once a day sync (usually) where eligible wayspots are added as pokestops (or gyms): Why an accepted Wayspot may not be used in Pokemon Go (S2 cells and Pokemon Go)
If they are still within the 48 hour window mentioned in the acceptance email, it could just be that they haven’t synced in yet. Sync is not a precise point in time, but should happen in 3-4 hours from now.
I will look at some of the individual locations, but wanted to say that first.
