The reason your nomination isn’t appearing in Pokémon Go is because the game has density rules that limit which wayspots are eligible to be used in game. You can read more about this here:

I have this written up for when I see a wheresmypokestop question. I know the in-game prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Web Submit form does use the word “wayspot” instead. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. I don’t have the tools installed to give you a visual of this, but your wayspot is in the same level 17 S2 cell as “Sweetwater Pool Cabana”. As each level 17 S2 cell can only contain one Pokéstop or one Gym, the cabana is blocking your nomination from being able to appear. It also looks like your nomination is within 22 metres of the cabana, meaning it won’t be eligible to be used as a Power Spot either.
