The Royal Oak in Stockingford is a very popular place is there anyway we can have it turned into a gym?

You can no longer choose via photos which pokestops become gyms when the pokestop density is sufficient to get one.
If you get another pokestop created via an eligible wayspot in this area, one of the five pokestops (including the new one) will almost certainly become a gym, giving the Royal Oak a 20% chance.
It is worth looking to see if you can find anything eligible.
There’s a decent chance of a footpath marker at the ‘crossroads’ towards the middle of the cell at 52.513075, -1.509155
Apart from that, you would need to walk along that stretch of Ansley Rd/Arbury Rd to see if there is anything interesting.

Staff have indeed said
A pokestop that hosts Showcases will not become a gym. Often the ones that were promoted to Showcase were the ones with the most photo likes in the Level 14 S2 cell.
There was a whole topic here discussing whether a specific pokestop can be turned into a gym. In the past, staff have said that trying to manipulate the game like this is abuse, but they did not weigh in on this post. From PokeStop to Gym?

There are experienced wayfinders in this community who will be happy to help.
Especially if you are new to Wayfarer and would like advice on what to look for and how to stand the best chance of success. I would recommend that if that is the case you can open up a topic in Nomination Support and the community will help.
These are the cells in the “crowded” area where one extra wayspot would give you a second gym, if there is no PROW marker in the area to the south (previous image).
Anything in the grey cells would not become a pokestop; anything in the white cells should do.
Please do not misplace things into an empty cell when they actually exist in a populated cell - this is location abuse and risks both Wayfarer and Pokemon Go accounts. Just use this to focus your efforts when hunting
