You can nominate anything. The question is are fire hydrants eligible : No.

- a great place to exercise
- a great place to explore
It simply isn’t possible to shoe-horn them into any of these, and every wayspot must meet at least one of these.
Even more so, they fulfill the rejection criteria for blocking emergency services

An object needs to meet one of the following three criteria to be eligible: a great place to socialize, a great place to explore or a great place to exercise. Emphasis on “great”.
A hydrant is usually pretty generic infrastructure that isn’t very interesting to visit and would therefore not be eligible. Oftentimes it will also be excluded by the “obstructing emergency access” rule.
To understand a little bit more about the requirements, it would be a good idea to read the eligibility criteria on the Wayfarer website, and to consult the Criteria Clarification Collection for further details and examples. We’re happy to support with other examples of nominations you are thinking of or with scouting an area via Street View / satellite for you.

The answer is “NO.”
Even if it is a good designed fire hydrant, the answer is still “NO.”
As others have said, it does not meet the three approval requirements of exploration, exercise, and socialization.
I noticed that you took the trouble to ask about “fire hydrants” on the forum.
I wondered if you came here to ask this question because “fire hydrants” are pokestops in the area where you play the game.
“I heard that fire hydrants are not allowed.”
“But this Pokestop is definitely a fire hydrant.”
If fire hydrants are Pokestops in your area, please report them for removal from the game with a photo attached.
The Pokestop will probably be removed promptly.
Even if your request to remove a fire hydrant Pokestop is denied, don’t be discouraged or think that fire hydrants are eligible for approval.
It is common for Wayfarer to refuse to remove fire hydrants.
I have been refused many times myself. LOL
