Curious about different spots while reviewing vs map

While doing a review, I noticed an area was full of inappropriate wayspots (in this case, disc golf tees and baskets).

A then went to the same area in the map and there were a LOT fewer of those spots existing to report. Possibly something like 10-20 spots I noticed during review but not on the map.

So my question is: Why such a big disconnect?

Is reviewing using a different data source than what the map view shows?

I’m used to see differences between games (esp Ingress vs PoGo). And I think I may have noticed minor differences before, but never this many.

Hypothesis: Since all of these problem spots are newish (trickling in over the last month or so), there is just a sync-delay between two different data sources.

I think I’ve seen some cases like this in the past, where they’ve removed wayspots like these from Pokémon Go after they’ve been reported on the forum, but kept them in the database. I figured this may be so that they couldn’t be nominated again because they’d show up as duplicates. However, I don’t actually know if this was intentionally done, or whether it was unintended behaviour.

It is possible if they’re new wayspots that they haven’t yet synced to the map, though.
