I recently had a Pokémon GO submission accepted, but it has not shown up in over a week.
Currently, there are no stops in the cell. Perhaps it is inactive?

A couple things.
The nomination is a pool and the coordinates you gave are in the street. Intentionally pinning a nomination in an open cell, and not touching the nomination is a violation of Wayfarer rules and can lead to your account being suspended. You got away with this one, but I would suggest you not do it again.
Also, the coordinates you gave are on the street, which I’m sure I don’t have to tell you isn’t the safest pin placement for anything.
With that said, it’s likely that the pin was moved onto (or closer to) the actual pool which would put it in the same cell as “Wall Fountain”

I did not know it was a violation since I’ve seen stops located in wrong places or not even present plenty of times in many different places. If I did, then I would not have inquired about it.
In addition, the consistency of accepted and rejected locations makes me think this is all a game. For example, I recently submitted a picnic bench since I saw one accepted in the same city. Mine was rejected even though it was in a different part of town. The picnic bench I submitted at least was painted a color. The one accepted was just the concrete.
Honestly, I may just stop submitting anything at this point because it’s more frustrating than fun.

Unfortunately, you can’t judge what’s eligible by what’s on the map. There’s often things that are on the map from before some of the Wayfarer criteria changed, and honestly there are things that get through sometimes that probably shouldn’t.
Picnic benches can be great places to socialize and are eligible. If you feel comfortable sharing it someone might be able to suggest ways to help you get it approved.
Don’t give up, Wayfarer can be frustrating at times but it’s worth it in the end!

You have your answer about your initial question.
Wayfarer is not as simple as it might at first appear, there is a lot too absorb.
It sounds as though you were interested in adding places to the game, the community here will be happy to help you.
It would be interesting to see your picnic table submission as it has potential to be a good wayspot.
It might be that it was rejected by the auto review system Emily. If this has happened then the rejection reason will say so.
Because sometimes rejections happen that really ought not to, there is an appeal system. You have 2 appeal slots that refresh every 15 days.
If you can show us the picnic table submission we can advise if it is worth appealing or if it’s better to improve it first with a fresh submission.
