I sent this waypoint last Thursday at 5:30 PM and it went into evaluation and then review, but since then I haven’t received a response. Is this normal? Normally, the ways I send take a maximum of 3 days.

Thank you for submitting a Wayspot nomination! In order to ensure high quality Wayspots, each submission is manually reviewed by a community of Niantic players. The time of this process may vary depending on numerous factors such as the volume of submissions or the level of submission detail. We will send you a confirmation when we receive your submission, and will also let you know if your Wayspot nomination is deemed eligible or ineligible as soon as it has been reviewed.

This is is a staff review, since the air balloon logo is in the status, and is listed as Under Review. From time to time, nominations get pulled for staff review, and may get resolved a little sooner than community reviewed nominations.
Staff reviews are not uncommon, so do not be surprised if you get Under Review 
in the future.
