I decided to test out the save-a-draft-and-submit-from-home feature, so I drove an hour out to a tiny town with only two existing PokeStops. I took photos for a bunch of nominations, saved drafts for them on the map from my mobile Firefox browser, and went back home to submit them from my desktop Firefox browser. I didn’t notice until I had submitted half of them that somehow the locations of my drafts got shifted 100-200 feet from where I saved the draft, basically ruining the nominations. I am almost certain I didn’t move the pins while submitting, since I’m submitting from a laptop so there’s no way I accidentally tapped on the map somewhere. I can’t edit the location since I already submitted the draft, and I can’t submit a new nomination because it’s more than 10km away. Is there any hope for these nominations or are the players in Prescott going to be stuck with two Pokestops forever?

I don’t know whether the staff will see this and whether they can do anything about it, but when I come across these in review I would assume some sort of technical error of the type you have described, and correct the location.
Obvs not all reviewers will be the same so who knows that will happen.
I doubt staff can help you, but they should certainly not be released, as 200 feet is likely to cause the nomination to be flagged as abuse.
I always check the marker, and will try to move it to the correct location if I see a small error. But if I can’t do that I will reject for inaccurate location.
Edit: in the end someone will submit those, so the local players probably need to have some patience.
I tested this a bit more to get more info. This issue is still occurring with my remaining drafts from this trip. It seems that the location is getting shifted as soon as I upload the main photo to the draft. I also tested the process with all of my third-party plugins disabled, and still got the same result. All the locations for all of my draft submissions are getting shifted significant distances from their submitted location after uploading a photo to the draft.
Thanks @ScrawnyMeowth1 for the report. We are looking into it. In the meantime, please share the details of the Wayspot nominations that were impacted so that we can make changes to them to avoid them from getting flagged.
Any chance it’s picking up some wonky GPS data stored in the photos you’re uploading? I know if I have geotagging turned on in my camera app, the pin moves to where it thinks I took the picture based on the tagging on the file when I upload to the website interface. Maybe the geotags on your photos are getting stored oddly?
