Idk, the whole system is a joke. I see restaurants that are Pokéstops/waypoints, stores, and entrances to communities, then when i submit them they get denied. Makes 0 sense.

Sounds like the issue for Recursed Agents under L8 should now be fixed.

Recursed level 7 can't nominate new wayspots!
