I think you are failing to see the real problem of this âsmallâ difference in levels. Yes, before when it was necessary to obtain badges to rise to the necessary levels in Ingress and be able to send and rate nominations. A Lv 8 account is done in just a couple of hours.
Now a leader of an area who is in charge of creating a mini army of said accounts and then distributes them to a group of people under his charge will have a âMini Armyâ of evaluators and it does not matter what criteria exist, are in force or are implemented.
The final decision will pass into the hands of said army of evaluators who will decide what to accept and what not to allow to be accepted. Thus they could also bombard legitimate portals with complaints that sooner or later will end with the elimination of said nominations.
Yes, there is potential for bad actors to create multiple email accounts and multiple Ingress accounts. With the free Apex you get for leveling up, then on 2sDay - a seasoned agent could easily get to L8 in half an hour. Then create another new account.
Hopefully Niantic has coded to watch out for this - new Niantic IDs going from 0 to 8 very quickly, then used only for reviewing.
Also the fact that it is necessary to implement again the well-known âopr examsâ that many old players went through, I include myself among them. Although they may have had their shortcomings as a good strainer to test the knowledge of reviewer applicants. While in Ingress you can only have one account, thereâs nothing about having it in order to nominate wayspots and nothing else.
There also should be some test or some introduction when nominating wayspots, with MUCH better explanations and guides that currently are in Ingress and PoGo now. If I see one more little free library on PRP, Iâm gonna scream.
Youâre only meant to have one account in any of the Niantic games, PokĂ©mon GO, Pikmin Bloom etc., otherwise itâs considered against terms of service.

It was suspended in 2015 - maybe theyâre planning a 10âyear comeback! 
A clear example of what it has been like to let the community prioritize quantity over quality of nominations, putting a certain limit that implies a considerable dedication to the game was a good method of keeping away this kind of people who only sought the benefits of having several accounts to be able to qualify.
and the seer badge has been defunct for over 10 years, one would assume that Niantic learned from that mistake but it seems that is not the point. I just hope I donât see this forum start to fill up more and more with reports of fake nominations being accepted and the community demanding more security or a better response to reports of fake nominations.

I donât think weâll see lots of newbies submitting from their Ingress L8 account.
I think weâll see established PokemonGo trainers get an Ingress account to L8 - legally, with the same Niantic ID - so they get twice the number of submissions and edits. Thatâs fine. (Especially if they also make Pogo so itâs easier for Ingress agents to get to nominating level. Maybe give a Pogo boost for every Ingress recursion?)
But I think weâll see illegal creation, by one person, of multiple L8 accounts - with different email and therefore Niantic IDs - so they can abuse VOTING (not so much nominating). Thatâs ridiculous, to put that much cheating effort into for a game you could just play as it was intended. But some people do.

Idk, the whole system is a joke. I see restaurants that are Pokéstops/waypoints, stores, and entrances to communities, then when i submit them they get denied. Makes 0 sense.

Some restaurants and shops can be eligible, but that doesnât automatically mean that all restaurants or shops are eligible. They still need to meet at least one of the eligibility criteria and none of the rejection criteria, and you need to make sure your nomination makes a good case for them meeting the criteria.
Neighbourhood entrance sings donât typically meet any of the eligibility criteria (unless theyâre particularly artistic, at which point youâre basically nominating it as art rather than as a neighbourhood entrance sign). Unfortunately, some reviewers tend to mistakenly accept them because they see others already in the database.
