I reviewed a lot when it was only possible through Ingress in the early days of Pokemon Go. As far as I can tell you get one upgrade for every 100 agreements now. Would it be possible to award upgrades to agreements made from before upgrades were a thing?

While we are unable to retroactively grant Upgrades for agreements made before the Upgrade system was introduced, you can start reviewing again now to earn them. For every 100 agreements you reach, you will automatically earn an Upgrade to apply to your own nominations.
We truly appreciate your early contributions to building the map, and we look forward to seeing you back in the review queue.
