It could be a cool if reviewers were somehow able to highlight a spot in an area. Perhaps in a cell with several spots, it could ask that you provide one (only one!) vote as to which spot was the most favourable?
Maybe the possibility of voting could be limited to those with higher experience/ better “scores” or something.
I would definitely always prefer interesting and cool graffiti!
I totally get your frustration, but game mechanics (such as routes and showcase stops) would be disrupted by constant upvoting to the more interesting wayspot to be included in Pokemon Go.

Sounds great with obvious examples such as the one you suggest. Mural or Sign (Will use Mural as Graffiti to me is the illegal, un-authorised and Tags type).
Problem is what happens if there are 2 Murals. What is “better” for some people others may prefer the other.
Who would do the work to “Categorise” every wayspot and who checks that it isn’t being abused. Who decides what gets priority. Mural or Statue? Trail marker with a simple arrow or 1 that states you have walked 1km?
I am not knocking the idea just that I don’t believe the technical processes are in place or even do-able.
