Description of the issue:
Our Level 14 S2 cell currently contains 13 active locations in Pokémon GO (12 Pokéstops and 1 Gym across distinct Level 17 cells). Despite easily surpassing the 6-location threshold for a 2nd Gym, no second Gym promotion has occurred during daily synchronization.

Perhaps related to Metropark - mini park, this wayspot is live but not on the gameboard
Thanks for checking! I double-checked and “Metropark - mini park” was accepted yesterday, August 6, and is already live in Pokémon GO.
With that new PokéStop active, the Level 14 cell has enough POIs to hit the 6-Wayspot threshold for a 2nd Gym, but no 2nd Gym has spawned yet.
Maybe this addition will trigger a rebalance, so maybe tomorrow a new gym will be in the game.
