My Hometown settings are bugged out, will not let me push forward with my setup.

A small group of people report this issue as well. A scopley employee should be along in a day or two to help you fix it.
Before you set your hometown review location please be aware that it is not explained very well. It is meant to be set far away (more than 150mi/200km) from your current play location but in an area you want to review forever. You also always get reviews from “near” where you most recently opened the game (within 150mi). There is also a bonus location you can reset every three months.
If you want to increase the chance you see local reviews then leave home and bonus blank and do not set a location. You can always choose one in the future.

I’ve manually passed your onboarding. You should be able to set your Hometown and Bonus Location per your preference.
