Appeal: This location it’s soooo important in the Community since it’s a major Educational Institution with such rich history since it was the first High School that allowed people of all Races to be able to get equal level of education in a very segregated city back in 1970s. It has lots of Security Personnel walking at all times as well as local Law Enforcement. Extremely lit and paved all over. Huge amount of people congregate at this location making it sooo perfect for so many to be able to use it as PokeStop or even a Gym.
This is a school. It was correctly rejected and the appeal will fail. Schools for under 18s are explicitly not eligible for wayspots.

In short yes. anything in school or preschool is instant rejection. Anyway you shouldnt use any pogo term. It can be seen as influencing.
I just meant that I wish you had asked here first so we could help - please ask here if there are others you want to appeal. You get two appeals, each on a 15 day counter before you can use them again.
I can’t be precise on these terms, as they have different meanings in different countries (“college” in particular.
However, what is clear is this: Any educational establishment aimed at under 18s is not eligible. Anything that happens to cater to 18 year old as well as under 18s is also not eligible.
An educational establishment aimed at people 18 and over, such as universities, is perfectly OK and generally meets critieria.
I would personally look for points of interest on the “campus”, educational places for over 18s will normally have social areas, libraries, maybe monuments to the founders. All eligible.

Unfortunately there is a hard rule about places that mainly involve under 18s. But that is the way things are. You had actually clearly gone to some effort to create a nice picture and do some research. Just dont mention a specific game in the description - it could be used in other games.
Do have a careful read through of the criteria as it looks like you want to be involved in creating wayspots that could become pokestops - dont let this put you off.
We will be happy to offer advice on any suggestions that you want to try - before you submit, so that hopefully you dont have this frustrating experience.
