I got a "concerning email - generic very low severity offense" about a submission even though it is true, location correct

I got a “concerning about your submission” email again:

1. The submission:
   Submission name: Đá Chào mừng đến Tân Đông Hiệp(Welcome to Tan Dong Hiep Ward Stone)
   
   

Description: This is a welcome stone for the people coming into Tan Dong Hiep Ward, Ho Chi Minh City.
Supporting: Đây là nơi khám phá cho nhiều người.(THis is a great place to explore)

2. The location: I placed it at the exact location of the stone.(10.953824,106.745466)

3. The reasoning the stone is eligible: it is a placemark of a welcome sign to a “Ward”, a governement defined area for a big place, behind only “city”, hence i believe it is eligible for a exploring as a “placemark” welcome to the ward.
   
   

Maybe the photo is low quality, which I understand, but how does it warrant an abuse and a warning email to my submission. Is there any other reason I should know or.

This makes no sense to me. If this is a low quality nomination, then why aren’t people getting these warnings for submitting those neighborhood signs in the US? This one actually is a “Welcome” sign.
