Briarwood community sign 49.234835,-121.910338 is in the same L17 S2 cell as the existing Pokestop Harrison highlands book nook 49.234964,-121.910537 so it is not eligible to be a Pokestop itself. This one is too close to the Pokestop to be added to the Power Spot pool from what we have seen.
Butterfly power box 49.231157,-121.909224 is in the same L17 S2 cell as the existing Pokestop Stromdal court 49.231576,-121.908767 so it is not eligible to be a Pokestop itself. I do see it has been added to the pool of power spots.
I rarely recommend doing location edits when I tell people about S2 cells because pinning something away from where it actually exists to put it in an empty cell is abuse. BUT this basketball court should not be pinned in the middle of the court. If you were to submit a location edit for the basketball court to put it to this entrance where it actually should be under the guidelines, that would just so happen to put it in a different cell so the butterfly box would be eligible to be a pokestop. But never do a move unless it is an actual correction like this.
Street View clearly shows the entrance is here, so the location edit should not be difficult to get approved.
