Language school on a gray area, need help to see if I can submit those

Topic: IELTS School, English teaching school, Language teaching school.

Context:

  1. In Vietnam, we have a lot of English language teaching, and some of them are focusing on IELTS(Which is an English certification for non-English speaker. There are also some other language teaching like Japanese/Chinese/… .

Are they consider Generic business for just teaching? Even if we have a lot of those tutor service, like this as example:[1]

  1. Key context: Those school have two variation:
  • Below 18: Nope, not eligible
  • All ages: this is the part get me headache, is those school also ineligible because it teach below 18 on another language?[2]
  1. Eligibility: is a place to teach a language fall into[3]
    “A great place to socialize” : Where people gather to study in a new language, or improve their ability on that language
    “A great place to explore” : You can discover a new language other than English.

I need some advice and answer from [1], [2],[3] to see if those kind of submission is eligible. Thank you!

Admission of sub 18 year old persons is not a rejection criteria

It has to also primarily focus on them

It may be a translation problem but the images on the website definitely hint that this is primarily for those under 18.

Many Schools will “also” hold Adult Classes but it doesn’t change the fact that it is primarily for under 18s.
