I don’t really understand why tis is automatically rejected? Is this a false negative or…? It’s a small local flowershop. Thanks for any feedback before I maybe make an appeal.

Flower shops aren’t always seen as unique businesses, as they can be seen as generic. Typically, they aren’t shops where one goes to be social/exercise/explore, which all nominations must meet one of. Most flower shops are for buying flowers, and I would say that flowers are culturally significant in almost every culture, not just in Belguim.
I think this is going to be a hard sell as a nomination, as it’s going to be viewed by reviewers as a generic business, as many places have flower shops, and they aren’t great places to be social, get some exercise in, or explore. They could meet the explore criteria, but they would need to be selling something special, but even then it’ll be a hard sell.
OP if you read the above provided link you will see that a flower shop CAN be eligible, especially in more rural areas, if you can provide supporting information:
“Supporting evidence should be provided that makes a good case for why a seemingly generic business is a great place for the local community to explore or be social so the reviewer can get a better understanding of the importance and vote accordingly.”
Dont give up or be discouraged if people tell you “no”. Niantic does allow for some local nuance
The original advice given to you was that this would be a hard sell, not that it is strictly “ineligible.” “Generic business” is a rejection reason, and unless you can prove this is a place people come for exercise, exploration, or being social, then it will be rejected.
If the place holds classes or otherwise encourages group events, that could be a persuasive factor towards meeting social criteria. If it has significant permanent art or historic documentation like plaques, those points of interest could be submitted separately. I don’t see any items like this when I look at their website, and I don’t want to give you false hope to set you up for failure. I would move away from this nomination from what I can see on their website.
