As suggested in your other appeal, this should not be a removal report but a location edit.

In this case, removal appeal is appropriate. It was misplaced, but the original structure is removed. By comparison Esri Clarity, Bing and Google imagery, you can see the shelter was removed. The constructed building at the top indicates the Google is the newest imagery.
