This is reported very often. There is a variable grace period before a nomination will go into voting, even with an upgrade. Once in voting, the upgrade will send that nomination to a wider review pool.
When I want one submission to be approved before others, I put the others on hold. It is too late to do that now, since the other is in voting, but might be a good note for the future.
