i live in a rural area 49.968134, 13.615774 and there are no powerspots.
like even few kilometers there are none like how can i make one or what am I supposed to do when I cant even play the game. I mean just 1 would probably be enough but my friend has lvl 50 account and never been in a powerspot so he cant join gigantamax raids

For long term, its better if you create/join community and have pogo ambassador create campsite but this also require certain activity and number of players. Pogo ambassador can propose pokestop/powerspot/gym in designated play area (usually park/ mall)
Honestly this is also easier said than done.Due to your remote area, you might need to work together with neighbouring area to create community

You can try contacting your nearest pogo CA for campsite to get more information, unfortunately i am not pogo ca so my knowledge is limited.
In the other hand, you can try submitting as well
