Hello everyone! In my hometown, there isn’t a Showcase, even though there are 3 Gyms and 9 PokéStops. What is the reason for this?

This isn’t really a wayfarer issue, so the thread will likely get closed soon. The Pokémon Go development team are responsible for how wayspots are used in their game.
So far there’s only been one update to showcase stops since they were introduced. Around 6 months ago they decided to increase the density of showcase stops and also increase the number you could enter, as well as fixing a bug with the scoring system. There haven’t been any additional showcase stops added (to my knowledge) since this change.
They may add more in the future, or shuffle the existing ones about, but there isn’t any schedule for it. So currently, if you have none around you, you will likely have to travel elsewhere to find them. I can appreciate that isn’t ideal, but there’s not really anything that anyone here can do to change that currently.
Are you certain? The showcase stops will only show while showcases are active: Tuesdays from 10am to 8pm local time. Around me it is usually the Pokestops that have the most likes on photos that are showcases, so you could try identifying which one it is likely to be beforehand, then go check during the hours.
No showcases on Tuesdays, i’ve been checking every week straight 
It’s kinda frustating, but no much to do about it as I see
If you can keep finding wayspots and increase the stops in the game then if they do another update at least you will have more available and hopefully something gets picked.

Just wanted to make sure you saw the 10am - 8pm part. It is a very inconvenient time to check.
