Pokemon GO GYM Pokestop necessary for a GYM

Hello There!!!

I have a question for the community. I would like to know how many pokestops are necessary to get one GYM per cell. I know there are 3 gyms per cell. But how many pokestops are necessary for those 3 gyms?
