I have been placing poke stops in my area for the past 2 months andt they all get stuck on voting
2 months is still considered normal. If you want faster review, you can do review and use upgrade. This doesnt guaranteed approval but it will send your review into wider review area so it will be reviewed faster. In the other hand, you are welcomed if you want to share your nomination for advice before deciding which one to upgrade
