Powerspots - s14 cell limit

I got a question regarding the behaviour of powerspots in s14 cells.

I recently successfully added 2 New POIs and they got accepted. To my knowledge there arent too many rules about powerspots in s14 cells, but let me sum those up, that are important for my question

  • Maximum of 2 active Powerspots within one s14 cell (if there are enough POIs that meet the criteria)
  • The criteria : be an accepted POI within a s17 cell that already uses a pokestop/gym
  • Have a minimum of 22meters diatance to any POI (within the same s17 cell but also to other Source outside of the cell)

So my questions to my Situation are : one s14 cell didnt have a Single Powerspot before, i added one POI within a s17 cell that already had a Pokestop and it turned out to be a powerspot after the monthly sync (4th of the month, which was yesterday)

Another s14 cell already had exactly one Powerspot active, i got a POI accepted here too and it was also within all the criteria mentioned above.

It didnt Show up ingame after the sync. So what exactly happened? Are my assumptions wrong? Shouldnt it have become the 2nd Powerspot as there is only one active?

Bonus question : can there be more than one Power Spot within the same s17 cell?

Edit : the acceptance date of both POIs in question : the one that got accepted (no Powerspot in cell before) was approved on the 9th of August. The other one on the 26th of August. Both way before the sync)

As far as Iā€™m aware, they changed the density rules for Power Spots and reduced them to one per Level 14 S2 Cell. The exception to this is during events like Max Mondays and Max Battle Days, where they enable extra Power Spots.
