Who think Niantic should start a yearly refresher course or test ? To remind people about honest and accurate reviewing
Well, there’s no initial test anymore, so a refresher test doesn’t seem to fit with their current philosophy.
But, as long time Wayfinders will tell you, their philosophy will probably cycle around to something else if you just wait long enough.
I know about I think I were of the last batch who needed to do that 4 module course with and tests. If you fail you can only retake in 30 days 
Not a bad idea, but I doubt it would help. Years ago there was a rule that you should not submit individual graves but only the front gate of a cemetery. Yet then they not only accepted individual graves they allowed missions made upnof them. Basically portal are the wild west, there is no law.
