Limited-access sites are not part of the removal criteria.
While the facility may have highly hazardous worksites, there also seems to be facilities for other activities (library, garden, a whole sporting site). There also seems to be conferences held somewhere inside the facility.
I’m under the assumption that the OES rejection is restricted specifically to the industrial worksites specifically in cases like this.

Please be aware that wayspots do not need to be accessible to everyone. As long as some can access the Wayspot that is fine.
And fwiw, this category is for appealing removal reports that have been rejected. If you still believe they should be removed after the explanations here about limited access being acceptable, you still need to file the removal reports either in game or with one of the forms linked at the top, then post a screenshot of the rejection(s) with your appeal(s) here.
I know. However, these wayspots fall under the “regions or places controlled by the government” in the rejection criteria.

Not sure if there is a translation problem as there is nothing specific about government controlled areas. You shouldn’t interfere with operations at such as site. But if there are places suitable for employees to relax in, that meet criteria then they are acceptable.
They appear to be ok as far as Wayfarer rules are concerned - if you have further info as to how they might be problematic then do post. Do you have specific photos about their location for example?
If it is related to a game play issue then that is something to raise with a game.
Maybe it’s Wayfarer translation problem. Because the Chinese version says “the location is located in an area or place under government control”, while the English version of the screen you provided only says “Sensitive location”.
Interesting. The tooltip still translates as “Sensitive Location” via Google. Different characters as well. I do wonder how the removal criteria are worded in the apps.
