This post explains the most likely reason for your wayspot not being able to appear:

Why an accepted Wayspot may not be used in Pokemon Go (S2 cells and Pokemon Go)

tldr: See this article for an explanation of S2 cells: https://pokemongohub.net/post/article/comprehensive-guide-s2-cells-pokemon-go/ [Updated July 6, 2026] Although the Pokemon Go in-game prompts suggest that you submit a new “Pokestop,” you actually submit a new *Wayspot* to the database. (The Web Submit form reads “wayspot.”) An accepted Wayspot can only become a Pokestop/gym if it is alone in a level 17 S2 cell. Staff have acknowledged there is an additional step after acceptance for inclu…

If you are willing to provide the coordinates of the wayspot in question, someone can show you the cells in this area, and we can also see if it might be eligible to be part of the Power Spot rotation.

It is worth noting that even if a wayspot is unable to appear in game currently, it can serve as a backup for if an existing location gets removed from the database, so it’s not all bad.

Edit: I found the wayspot. It is located at 39.803583, -89.657533 and is in the same level 17 S2 cell as “Wooden Gyro Sculpture”. It is far enough away from any existing Pokéstops and Gyms to become a Power Spot though, so you should see it used as one every now and again.
