First, you did not apply for a Gym. Although the in game process states nominating a Pokestop this is also not the case. You are nominating a Wayspot to go in to the database. Each game then has “Proximity Rules” that determines if and how a wayspot will be used in the game.
To answer the timescale question this is dependant on many factors…
- How many people are reviewing in your area.
- How many nominations are in the queue.
- Whether the nomination is an easy Yes / No or a “grey area” which might get many reviewers using the Skip option.
Overall the timescale has improved massively over time with some being answered within 24 hours of going to “In Voting” whilst others can take several months. I read many post that before my time nominations could take up to 2 years 
There is a process where those stuck at “In Voting” will go in to “Internal Review” where a member of staff will make the decision but I can not say how long this will be. The last I heard it was approximately 3 months.

This will help to reduce the queue and you can also earn upgrades that when applied to your nominations it will be sent to a wider area of Reviewers therefore speeding up the “In Voting” part.
