Only staff would be able to state what it is and they are usually vague about it.
The main reasons are that someone has reported it and staff have agreed that it doesn’t meet criteria or the property owner has requested its removal.

Its status on the Wayfarer Map is Pokestop - Inactive.
From what Aaron said, this has changed in Pogo so the map should change soonish.

So it looks like the Ambassador PokéStop near this location could potentially make the other PokéStop disappear? It’s very close to Bahnhof Halle Zürich HB – 47.377793, 8.540903.
The red marker shows the Community Ambassador PokéStop exact Location: 47.377713, 8.540884, which is very close to “Bahnhof Halle Zürich HB” Wayspot.
There are a few more Wayspots nearby in this cell that could be activated instead of the affected Bahnhof Halle Zürich HB. These are not so close to the Ambassador PokéStop.
I’m aware that this is a gameboard-specific change, but currently it is just an empty cell at the main station, with several Wayspots in this cell that would be eligible for inclusion as PokéStops. This was also mentioned in another thread: Accepted Wayspots am Zürich HB nach kurzer Zeit entfernt - #4 by wooperIooper , so it could possibly be the issue here.
So I’m coming back with news. The affected Wayspot, “Bahnhof Halle Zürich HB”, was removed. Not sure whether it was removed by Niantic to fix the issue or as the result of a removal report submitted by someone.
Another Wayspot has now appeared in-game as a PokéStop (only 8.4 meters away from the Ambassador PokéStop) and has remained after two Pokémon GO syncs. It therefore seems that the issue with this cell has been resolved.

@V1sionGrid thank you for bringing this issue to our attention. After investigation, we have restored the in-game location. Having said that, we do not have the tools to control what type of in-game location it will become. We appreciate your understanding.

@MarcoFEDEX100 , there is an additional automated review that determines whether the Wayspot is an appropriate fit for each particular Niantic game. Each game has their own set of criteria for this step, so some Wayspot may be accepted into one game but not another.
The most common reason that a Wayspot is not added to Pokémon GO is because the Wayspot is too close to existing PokéStops or Gyms. If an existing game location is removed or the criteria changes, the Wayspot may appear within Pokémon GO at a later time.
