Well this is a major problem and one that we are unable to fix. Using photos that you didn’t take yourself is the exact definition of “3rd Party Images” and a massive reason to Reject.
Wherever you take the images from, someone owns the copyright. Using then technically is theft. Scopely Explore would be in serous legal trouble if it was found that they where allowing copyrighted material to be used in there products.
That is just not possible.

Eu tenho uma pergunta que eu quero tentar entender. Se os Wayspots são solicitados com fotos. Por que em meu local e nos outros lugares de Meu País tem tantos Wayspots sem foto? Por que tem esse Wayspots escrito o endereço escrito mapa digital da cidade de São Paulo? Poderiam me explicar por favor
The pokestops you see without images are usually imports that Niantic (now Scopely Explore) added to the database to make games playable in places where there wasn’t anything. These imports often did not meet the criteria that a submitted Wayspot would have to. If you give me the location of one, I can check the map to see if this is the case.
Many Wayspots that are not eligible to become pokestops were added to create a Power Spot data base. Clarifications on Pokémon Go Power Spots
Another reason you may see a Wayspot without a photo is if the photo has been removed.

Pra solicitar esses locais do mapa onde tá vazio pra que criem mais Wayspots com o nome escrito mapa digital da cidade de São Paulo? Isso seria possível tornar o jogo mais jogavel? Scopely are running trials with the Imported “no image” wayspots but they haven’s stated what the outcome is or what they then plan to do.
I am sure there are many other players that also find it difficult and would like this but you will just have to wait to see what they decide.

You seem to have quite a busy map, one that many people would be jealous of but you still seem to be unsatisfied.
I don’t think that you would be happy until you have multiple stops / gyms reachable from home and this is not how Pokemon Go works.
Compreendo. Não vou ficar discutindo esse assunto. Eu não tive culpa do Jogo do Pokemon Go Ser assim, deveria ter sido melhor na questão de Solicitação de Wayspots. Porém não é. Se eu quero ter Wayspots e Ginásios, simplesmente é por minha segurança em primeiro lugar pra não sair pras ruas e correr os riscos de ser assaltado. E por muitos anos nada mudar de diferente é logico que pra mim não é normal. Mas pra vocês talvez seja normal. Sei como é e respeito a opinião de todos. Minhas condições são horríveis pra tentar solicitar um Wayspot e mesmo meu mapa sendo detalhado ainda ficaria complicado. Não só pra vocês mas pros outros e milhares de Analisadores, revisadores de Wayspots que nunca aceitariam aprovar minhas solicitações.
Portanto coloco um fim nesse assunto. Não ouse a falar disso novamente que muitos teriam inveja. Por que o meu mapa não é tão detalhado como pensam. Aonde o mapa é detalhado é em: Praças, Parques, Locais Hstóricos Culturais e etc.
