The right place to start is Niantic Wayfarer, or the map you get while submitting at Niantic Wayfarer, as this will show you is already in wayfarer. Pogomap can easily be out of date and inaccurate.
It is also best to explore and find interesting things that would be eligible, rather than thinking “I want a pokestop here” and then trying to force something through that isn’t eligible.
Exploring for eligible things can be enjoyable and rewarding.
Trying to force things through to get a pokestop in a specific place is often disappointing and frustrating.
Once you have found a POI, the right place to put the wayspot is on the POI. if it covers a large area, such as a playground or sports field, you can freely choose from anywhere that the POI covers. What you should not do is locate the wayspot away from the POI in order to cross over into an empty cell where it doesn’t exist - this would be abuse, and risks both game and wayfarer accounts.
What is the thing you’re trying to nominate? Unless it’s a larger thing like a playground, tennis court, large building there’s not going to be much choice where to pin it
