Why are they not accepting community libraries anymore. I see them all the time. I made one got denied, made an appeal got denied, and my wife did one recently and got approved.

Little Free Libraries are eligible in principle but can be correctly rejected for various reasons.
Often they are on single-family private residential property. These are ineligible, although sometimes get accepted.
They also need to exist and be permanent. Sometimes people make one just to get it into wayfarer, not to actually get used.
