I try to update waystop photos wherever I go when I deem them to be too old
This one made me perplex however, it got denied first, then denied by Niantic for the reasons shown bellow, which really confuses me:

As you may see I don’t see what triggered that warning, is it the handicap parking spot? What can I do to get it approved?

That statement is just the way the text appears when abuse is flagged. It isn’t saying you harassed anyone.
Can you share the coordinates of the Wayspot you were trying to update? We have been told that updating a mural with a new photo is the correct way to do that, and is not considered repurposing. If the original Wayspot was for something else, this would correctly be considered repurposing. And repurposing a Wayspot to something that was not originally accepted is considered to be abuse.
Looking at the map, I’m guessing the wayspot in question is “Mairie De Saint André Des Eaux”?
If the mural is painted on the town hall building, I can understand you wanting to include it in the photo as it’s bright and colourful. Personally though, I would’ve submitted this as its own separate wayspot, as the mural is distinct from the town hall, even though it’s located on the building. It likely wouldn’t be eligible to appear in game as its own Pokéstop, Gym, or Power Spot, but I do see it as distinct enough that it is worthy to be its own separate wayspot.

The wayspot in question is ‘‘salle des mariages de saint André des eaux’’
The current photo used is at the front of the building from 4 years ago, as this mural is fairly recent, I tried to update it as i feel like it represents that building more than the rather dull entrance…
I will try to submit it as its own wayspot as you suggested

As someone explained in another comment, I feel like what I am trying to do can be considered a way of repurposing and will try to submit it as its own wayspot to avoid that!

This is clearly there on street view, and is just the other side of the building. I am surprised they called this repurposing, but as long as you didn’t get any other emails announcing a warning, don’t be concerned. And do submit it separately!
I am surprised that they classed it as Abuse but for future updates…
If the waypoint is for the building then the entrance is the best way to show that if you can’t include the whole building.
Similar to your example, If I was to Nominate an Art Gallery I would not use an image of 1 of the paintings inside. I would only use that if I was nominating the art work itself.
Don’t be sorry, better to ask and learn than continue to make errors. It also helps others that may have similar issues.
