As your acceptance email states, not all accepted wayspots will be eligible to be used in all Scopely Explore games. Pokémon Go has density rules that determine what is able to become a Pokéstop and what isn’t. You can read more about these rules here:
In this case, your nomination is in the same level 17 S2 cell as “Busto Plaza O’Higgins”, and so it isn’t able to become a Pokéstop or Gym.

Do not use the knowledge of cells to mis-place nominations to try and get them in to the game. You are risking Warnings / Suspensions on both Wayfarer and GAME accounts.
Knowledge of cells should only be used so that you are pre-aware whether a nomination is likely to be a stop / gym or a powerspot.
It can also be used where certain points of interest have more than 1 legitimate location. Example: Sports Field. It is recommended to place at the edge but off the field of play. This could give an option of more than 1 cell.
Once a nomination has been accepted and the location is seen as Acceptable you should not attempt to move it for game purposes. This can also risk your accounts. Location edits should only be attempted when the current location is incorrect. Example: From the field of play to the side.
Most of the time it isn’t possible for what you’re saying to occur nowadays. In the past, there was an oversight within the system which meant that wayspots which had their locations edited did not get checked against the density rules once they were moved to their new locations. This oversight was fixed, so location edits do now get checked against the density rules, but they didn’t refresh the map when they fixed it, so sometimes you will see cells with more than one Pokéstop due to this old oversight.
The other typical cause is sponsored locations and community ambassador campgrounds. These can sometimes bypass some of the normal density rules.
Ok, entiendo, aclarenme una duda mas, tengo entendido que para crear un gimnasio se necesita 2 pokeparadas en una celda, pero como lograr eso si solo se permite 1 por celda? Gracias, espero puedan aclararme esa duda.
The smaller cells can contain one pokestop. An 8x8 grid of those cells needs two active pokestops to get one gym, six to get a second gym, 20 to get a third gym. The gyms are effectively chosen at random, so if you want to try and “choose” which becomes the gym, nominate the gym-preferred wayspots first to increase the chances.
No, they just have to be the first 2 pokestop eligible wayspots in the bigger L14 S2 cell.
Here is an example. This big L14 cell with the 1 showing in the middle only needs one more pokestop eligible wayspot accepted anywhere inside here to have one of them become a gym.
We can’t create any more gyms than that in an L14 through Wayfarer. The team can manually add more, like with sponsored stops, though. And some really old Wayspots may break these rules.
