I am just saying what the wayfarer map is showing, but I cannot see what is appearing in Pokemon Go. Normal behaviour is one community-submitted pokestop/gym in each S2 L17 cell, but sometimes there are extras and Scopely say there is nothing wrong.
To visualise what @salixsorbus is saying the map below shows the wayfarer map with added tools to show additional information.
Note: Scopely Explore / Niantic have never confirmed the S2 Cell system, it is user identified. There does seem to be the occasional cell that doesn’t look to be following the rules.
The blue Circles are the Pokestops and normally only 1 should be used in game.
You might find that the database will be “fixed” and 2 of them will disappear from the game.
