Hi and welcome, this is a completely expected outcome. This app is restricted to developers for testing purposes. The player community has been requested not to use it, and these would likely never come live on the map anyway so you don’t gain anything by trying.
You nominate wayspots through Pokémon GO or Ingress (from the address you share, it could be only Ingress) once you meet the Wayfarer level requirement, and they appear in your Wayfarer account in the Contributions page. I would suggest trying this instead, I’m sure you would have much better results.
(and at Wayfarer scale, I am not sure 19 days qualifies as “a very long time”)

For veteran players, 19 days is enough to upgrade from level 1 to level 8

I’m confused. You need to be level 10 in Ingress to nominate. Or are you new to Ingress but are level 37+ in Pokémon Go?
I am talking about the age of your nomination that you called a very long time in your post, not about the Ingress level progression. 
While I understand that it could be that Pokémon GO is inaccessible to you, I am also unsure if it isn’t a little bit early to nominate if you are also level 1 in Ingress?
