There are around 5 pokestops here still there is no gym yet, has the criteria for gyms changed?

Welcome. The gyms come if there are enough Stops in the S2 Level 14 cell.
You can’t have a gym there yet because the Stops you showed here are not within the same S2 Level 14 cell, they are in two different cells.
This shows the cells, please note that the Map updates have been delayed and it is already showing as nearly 4 days old at the moment.
Green Cell (L17, Small): Only 1 Pokestop or Gym in each Cell.
Red Cell (L14, Large): This is the area that determines how many will be Gyms.
The number in the middle shows the number of new wayspots in empty L17 cells required before a new Gym is created.
Note 1: Sponsored Gyms are not shown on this map but could be included towards the Gym count.
Note 2: When a new Gym is to be created it could be any available pokestop in the L14 Cell.
