Iām trying to unlock an Upgrade to get my local PokĆ©Stop nominations reviewed, as there are no PokĆ©Stops or Gyms at all in my area for me and the community to play. However, I keep running into the āno nominations availableā message and getting hit with short cooldowns even though Iām reviewing carefully. I really need 100 Agreements to speed up my submissions so our local players can finally enjoy the game. Thank you

do you have your bonus area set somewhere with a lot to review?
I set my Bonus Location to other location but unfortunately itās still giving me 'No nominations available It seems there arenāt many active submissions in that region either. I might need to change it to a much higher density country when the system allows me to or just wait for local players to submit more
what is your area - just in general - in case people want to set their bonus to your area to help you get things reviewed? a bigger city nearby could be a good reference point.

Itās great to hear you are very keen to make a difference.
For Wayfarer having a long term view is usually a good strategy especially if you are going to need upgrades.
Can I check a few pointsā¦..
What sort of places have nominated? As these are going to take a lot of effort to get a result on we could advise if they strong nominations and likely to succeed.
How is your reviewing going are you getting a good number of agreements - is the upgrade wheel progressing at a reasonable rate?
When you get a chance to change your bonus location pick some large city where there are likely to be a lot of nominationsā¦.this helps ensure a good flow to review.

I realize now that choosing Erbil wasnāt the best idea since there arenāt enough active submissions to review. That was my mistake. Lesson learned for the future. If I ever get another chance to change my Bonus Location, Iāll make sure to pick a high-density, active region so I can keep reviewing without running out of nominations
There was someone recently in a very similar situation. If you ask really nicely for a one time chance to change your bonus early then the scopley employees might let you.
Please know that grinding review too fast might not be good idea. Taking your time review might allow you to see something that you may not notice otherwise. Alternately, if the system detect anomaly in your review pattern, it might give you cooldown.
Before you upgrade, it might be better to check if it have good chance of acceptance. You dont want to waste upgrade for nomination thats gonna be rejected
If you are getting a cooldown, as opposed to nothing to review, you are almost certainly reviewing too quickly and not paying proper attention to the submissions. The point of a cooldown is to make you stop and think, and hopefully realise this.
This cooldown isnāt due to inactivity or lack of care. It happens because there are no nominations available to review in my area, which stops me from making continuous progress
I think it is the terminology that you are using that is confusing us.
There is a process that stops you from reviewing for a while if the system believes that you are reviewing too quickly. This is commonly known as a Cool down.
What you have is just āOut of nominationsā to review in your area.
