Try to clear your cache and lock in again.
Maybe that helps.
Have you checked if could do reviews?

I am just going to put this here in case the issue for some of these folks is not being able to find where to submit in the game since it is not intuitive to me. In Pokemon Go, tap Settings, then tap Uploads and then you should see where you can make a “Pokestop Contribution”

Have you restarted your game? If you have, to get to the nomination screen in Pokemon Go, tap Settings, then tap Uploads and then you should see where you can make a “Pokestop Contribution”

You must be level 37 in Pokemon Go to submit nominations through that game. If you are, most people who saw something to read actually have completed the onboarding tutorial, and only need to restart Pokemon Go to access nominations. To make a nomination, tap “Settings,” then tap “Uploads” and then you should see where you can make a “Pokestop Contribution”
