It’s exactly as you said. The cell is blocked by Barcelona East neighbourhood sign nearby.
Your Wayspots is eligible to become a Powerspot though later this month.
FYI I’m fairly local to this. There’s a swimming pool in one of the complexes on the east side of Palmilla, north of the shopping center, that is in a clear spot and doesn’t have a wayspot already, if you’re able to access it….

I know it’s unlikely but I do notice some power spot are permanent. Hopefully this reaches that point.
They’re not permanent, they are just getting chosen over and over in the rotation
Thanks again for the info; from what I can tell no other power spot gym was affected. Would it be safe to assume this was a new power spot that was generated and may continued to be chosen if no new spots are nominated within that cell?
There are four other blocked wayspots in your s14 (8x8) cell - Fitness Stations 10, 13, 16, and 17, which are all near the Fitness Station 11 and 14 gyms. I’m not sure how many power spots get selected each time, but yours is therefore one of five eligible wayspots; there may also be additional entries as some power spots come from a database import of business addresses, which are eligible to be used only as power spots.
BTW as we discussed trying to build the area from its current population (15 active) to 20 in order to get a third gym? I found this over on the other side of the freeway…. Just above the “m” in the street name would appear to be an eligible swimming pool.
Separately, I’m trying to get this particular spot nominated since it’s the entry to the Greenbelt from the Barcelona East community. This entry is essential to the Green belt Path promoting exercising and walking. However, there isn’t a specific object to really pinpoint so I’m struggling if this even qualifies.

The pin for the swimmingpool is not in the best location, but the entrance to the pool is still in the same cell.
I do think the LFL that currently prevents the pool from being a pokestop, is in the wrong location (I think it belongs in the empty cell), but it is really hard to tell without streetview.
You can always try to add the small pool as a separate wayspot, people may consider it a duplicate, but it could work.
The path is probably not going to succeed (though I see a similar wayspot in my own neigbourhood).
Is there a way to request it to be moved?
Yes, there are two options, either in game (press the > when looking at the pokestop, in the top right corner press the 3 dots, and choose edit location). The other option is to ask the helpchat to move it. I prefer the helpchat, as they will choose the best location.
You will need proof of the real location. It is just that when I look at the satellite the LFL appears to be a little bit to the right, and also the bushes in the background convinces me that the location is just slightly off.
If you have better pictures, you may be able to proof the real location.
What app do you use to see the grid lines? I actually just did reach out to the help. I guess i have two options: Move the pool (or add another for the hot tub) or possibly move the library because i think it technically is to the right cell (which is what you said)… lol
The cell lines are from third party “Wayfarer Tools” to overlay the Wayfarer Map, and we are not allowed to link to them, but you can search for them.

That will be the best way forward, I don’t think you will be able to move the swimming pool wayspot (in my view that one is accurate)
I absolutely agree that if that white shape is the LFL, you should ask for a location edit.
I rarely recommend doing location edits when talking to people about S2 cell rules, because doing them just to put something in an empty cell is abuse that can get people into trouble. But if this is the LFL, then this is a true correction to the actual physical location.
