The house 163 on Weyerstraße is a historic building with a writing in german on it, I tried making it one but my request was rejected, please make it one, it would really help me and other players in the area

If this is a single family private residential property, then it is ineligible.
If it is not SFPRP, then you would still have to explain how it meets any of the criteria of a great place to exercise, explore, or be social. Simply being a nice spot where you would like to have a Pokestop is not enough.

I think I found the location, and it doesn’t look like it is single family if this is it, so I will leave this for others to help you determine if it is possible to resubmit with an improved submission.
Did you show any evidence that this is Historic. Remember that “Old” and “Historic” are 2 totally different things.
Example: I’m in England, here we have a system where “Historic” buildings / structure are said to be Grade Listed (The highest being Grade II). These are on an official list and will be found on the Historic England website. If it’s not on here then it’s just Old.
Do you have anything similar in Germany?
Wir haben tatsächlich sowas - das heißt bei uns Denkmalregister/Denkmalliste. Jedes Bundesland pflegt diese Listen für sich. @PrimalShark ich würde dir raten, da mal reinzuschauen. In diesem Fall ist es denkmal.nrw für Nordrhein-Westfalen. GEOportal.NRW kann außerdem für das Kataster genutzt werden, das kann dir gegebenenfalls helfen nachzuweisen, dass es sich nicht um ein Einzelfamilien-Wohngrundstück handelt.
Ich habe auch einmal nach der Weyerstraße 163 geschaut und es sieht mir nicht so aus, wie als wäre das denkmalgeschützt. Vielleicht kannst du einmal beim Besitzer (wenn du ihn kennst) oder der Gemeinde nachfragen.
Außerdem noch, weil du davon redest, dass du eine Arena möchtest. Weder Wayfarer-Mitarbeiter noch Einreicher oder Reviewer können beeinflussen, was eine Arena wird. Es ist nicht gedacht, dass Spieler selbst entscheiden dürfen, was eine Arena wird und was nicht.
Du kannst aber auf A Comprehensive Guide to S2 Cells and Pokémon GO | Pokémon GO Hub nachlesen, wie das mit den Arenen funktioniert. Kurz zusammengefasst: Genügend PokeStops in einer Gegend sorgen für Arenen an den Stellen, die das System entscheidet (vermutlich Hotspots).

Ich hätte es halt nützlich gefunden eine Arena hier zu haben weil ich habe Pokestops und Arenen gesehen total sinnlos waren, dieses hier hat wenigstens einen Spruch oder mehr Sinn als eine Werbung Säule (diese wo man Flyer aufhängt) und ich sag ja nicht dass ich meine man sollte entscheiden wo Arenen sein sollten und wo nicht aber es ergibt mehr Sinn als bestimmte andere die ich gesehen hab

An information board is eligible; an advertising hoarding is not. Sometimes, people try to pretend an advertising pillar is an information board, which is abuse.
If it wasn’t for that I would not have any pokestops near me though
I’m pretty sure that’s just a mistranslation because we have pillars in Germany that advertise cultural events only
