There are 2 waypoints currently but they share a cell so no Gym currently (1 stop and 1 max powerspot).
The L17 cells (green cells) can only have 1 Pokestop or Gym.
The larger L14 cell (red) determines when a Stop will convert to a Gym depending on how many L17 cells are occupied.
- 2 Occupied Cells = 1 Stop + 1 Gym.
- 6 Occupied Cells = 4 Stops + 2 Gyms.
- 2 Occupied Cells = 17 Stops + 3 Gyms.
As you only have 1 occupied cell you need another. Either the new wayspot or the current wayspot will convert to a Gym, the selection is Random.

Is there anything that meets criteria at “Bajada españa”?
Hey, thank you for your helping, sorry for the delay in response. I don’t know, “bajada españa” is the end of a street, It is a kind of large and wide ramp where cars can defend towards the river with their boats/boats so that they have contact with the water. I will not focus on that place.
So, if I create a new wayspot on another green cell inside the red cell, that wayspot can be a gym, also the wayspot I already have in the green cell can convert in to a gym, I understand it’s aleatory, so I will walk around other green cells nearby, make a new wayspot, and pray to not convert that new one in to a gym, because I would love to have the gym in the wayspot that is already existing haha.
That’s ok?
This is a really small town, nobody plays, just me, it feels bad walking so far to my closest gym and can’t beat the 3 or more difficulty pokemons in raids. It would be nice to have a gym on that green cell where I create the poke stop and the dinamax stop. So at least I can solo kill the 1 or 2 difficulty raids nearby home. That would be a dream.

Try checking the cells immediately around the occupied one. The interaction range in game is larger than the cells, so you may be in range of both at the same time. (I’ve seen cases where up to seven points can be in range at the same time).
I note that part of your map nearby (south and east) is colored in green, which usually denotes a park or other open space. Does it have any signs or structures?

Any area that isn’t shaded purple would be eligible to get a pokestop, which would mean that either that one or the existing one would become a gym.
Trying to be very clear: only use the knowledge about cells to go look for things that are actually there to submit. Never place things away from where they actually exist so that they will become a pokestop. We see ban posts here for doing that quite often and I don’t want you to get into trouble.
Hi, yes, all the streets have big wood signs with the street name, just the same as the one that already is a approved waystop but with a different name on it because of course is another location and another street corner
I don’t want to get myself into trouble either… I give you my word, from the bottom of my heart, that I won’t place things where they don’t actually exist. But it’s frustrating. Yesterday I walked all the way to “Bajada España,” as someone mentioned above, checked it, and it met the criteria, so I took two photos and submitted the Wayspot exactly where it exists in the real world. But I just got the email saying it wasn’t accepted 
.
And a lot of the purple areas are actually my previous attempts to create PokéStops. There’s literally another identical sign that was already approved and is an existing Wayspot, but it’s about 100 meters away and has different text because it’s the name of another street. Mine wasn’t accepted, so I modified it and submitted it again about three times. The first time, I think my dog was visible in the photo, so I submitted the exact same real-world location again. Then I thought maybe the title was wrong, so I submitted the same sign again with a different title.
So if there’s a lot of purple around here, it’s because there really is a sign or something at those locations in the real world that simply hasn’t been accepted.
I would never want to get myself into trouble. I’m already level 51 in Pokémon GO, I love this game, and I’d absolutely love to go out exploring and find real-world things that genuinely qualify as PokéStops. It’s just frustrating because it takes me a lot of effort to leave my house. Yesterday, for example, I walked all the way there, only for all that effort to end in a rejection. 
And I don’t understand why Bajada España was rejected. It’s a concrete ramp that goes down toward the river, and everything around it is public green space, including the ramp itself. It really seems like it should have been accepted. Maybe I took the wrong kind of photo? What if I walk there again, take a photo from farther away so it’s clearer that the ramp is the end of a public street, or something like that, and submit it again?
I don’t know… it also feels like a lot of effort when, even in the best-case scenario, it gets approved and then the Gym ends up there instead, which wouldn’t really help me. It’s basically flipping a coin and hoping the Gym ends up on the other PokéStop.
I have diagnosed depression and I’m on medication, so everything feels like climbing a mountain sometimes.
Anyway, thank you for all the help and the images… I’m going to sleep and hopefully recover some energy, then maybe I’ll go out later and take some new photos for PokéStops

If this is just a street name they are very rarely eligible. They may occasionally get accepted by mistake or they have something different that makes them eligible.
I suggest you post the photo on here and we will advise.

I was not referring to street signs. I meant the large area south and east of your current stop (around the yellow circled number one on the screenshots), which (being colored in green on the map) appears to be a park / forest / open space area. If it isn’t private residential or farm property, and has publicly accessible structures or signs OTHER THAN street / traffic signs, those signs or structures would likely be good candidates for submission.
The game’s interaction range is large enough that a stop there may be close enough to overlap with your existing stop. (Unlike the mentioned boat ramp.)
FYI those purple rejected stops… even if accepted they would not get in game due to density rules (being in same map cell).
