I submitted a Pokestop on October 7th; even though I enabled the upgrade, its still in the voting phase. Its a bit strange, as such submissions used to go through the voting process within 48 hours.

If this is the case it is something that is not eligible.
Thats strange, many pokestops like this was already accepted as meeting places in my city. I dont know why it takes so long.
That is probably the reason they made this clarification.
