Safe access means that you must be able to reach the point of interest on foot in the real world. As this is within the pond / lake it does not have safe access.

The suggestion if you hover over the ? is “Removed by Scopely Explore” possible “Property Owner Request”.

Only staff will be able to confirm this.

The other wayspot is most likely misplaced, I can see a blue sky in the wayspot picture , but I expect to see a wall (backside of the building)

This wayspot appears to be on the map, but is not used in Pokemon Go as a pokestop/gym. It might get used as a powerspot. However, I can’t find it using streetview.

You should stop submitting “Kaplnka so sochou sv.Jána Nepomuckého”. It is not eligible, Scopely Explore have told you it is not eligible and submitting it again would be clearly abusive.
