この画像がレビュー画面に空白で表示されるのは、元々アップロードされたファイルが完全に空白の画像であるためです。これはバグではありません。

ご返答いただきありがとうございます。ところでこのような場合、スキップでよいでしょうか。それともすべての画像に問題がなかったとして審査結果を提出すべきでしょうか。

How would you recommend reporting? The flag for photos doesn’t have good options, and there is no report button on photo edit reviews.
Using the flag is the only option to report abuse in the review flow.
I realize that. Which of these options do we use to flag that the photo is missing?
Contains offensive content
Contains explicit content
Contains personal info about author or players

この挙動ですが、写真の追加申請時に何らかの条件を満たすと、本来の写真ではなく完全に空白の画像が代わりに申請されるバグが存在しませんか？

I have experienced the same issue.
The same Wayspot kept appearing repeatedly in photo review without any images available to choose from, which made me wonder what was happening. Since it appeared several times, I decided to investigate further.
The Wayspot name indicated that it was a temple, and the general area was also shown, so I was able to identify the Wayspot. When I checked it on the Wayfarer Map, a normal photo was displayed there without any apparent issue.
I contacted Wayfarer Support about this, and they told me that there was no problem with the photo itself.
In case the staff would like to check the previous report, the ticket ID is #313640.
However, the same Wayspot has continued to appear in photo review afterward with no image available to select, so the issue does not appear to have been resolved.
Therefore, this does not seem to be a case where the Wayspot simply has no valid photo. It appears that there may still be an issue with how the photo is being loaded or displayed in the review interface.

llmiconllさんが記載したものと同じ場所の申請でしたが本日同様の審査が回ってきました。
公式見解では空白の画像が登録されたからということでしたが、この審査は最初にwayspotに登録された際の画像も表示されませんでしたっけ？間違いならすみません。
※そもそも空白の画像って何なんでしょう？
空白の画像が申請された際にも動き的には空白の画像とほかの登録されている画像を比べるようになるのではないかなと思ったので気になりました。
あとllmiconllさんが記載したのは６月29日と３ヶ月ほど前で、同じものがずっと審査中なのか新たに追加しようとしてこのようになっているのかはわからないですが、、前者であれ後者であれ申請者には謎の却下もしくはいつまでも審査されないという状況になっているはずなので、何とか運営から伝えてあげれれば良いかと思いました。
