Removed on the 3rd of August. I am unsure why. Longstanding Pokémon Go gym.
The Wayspot itself is of a fountain in the library garden. It is accessible, and still in place. I went by today and snagged these pictures:
Hopefully that’s enough to prove that the fountain still exists. I am unsure why it was removed. As far as I can tell it should be a good example of a fine Wayspot - the only thing I can really think of is that it might’ve been due to the rules about fountains in the middle of inaccesible bodies of water being ineligible, but I don’t think that applies here. Hoping someone can clarify (or restore).

Having checked on Ingress, I can see that the wayspot pin was pretty much directly on the bit in the middle that spouts the water. In that position, it technically wouldn’t have safe access, as you can’t walk directly up to it.
However, the fountain has its own self contained basin of water, so I personally think the wayspot should’ve been moved to the edge of the basin where it could be accessed safely, rather than being removed outright. That is assuming that it was removed for access reasons, of course.
Hopefully they do restore it. It’s a nice fountain 
Decorative fountains like this are considered safely accessible, as the base of the fountain is part of the structure that is the point of exploration. I can’t see that accessibility would have been a reason for removal and if it still exists, that doesn’t leave anything legitimate apart from property owner request.
Was this a pokestop or a gym?
[Edit: I didn’t look close enough at the picture and was assuming the pond was much smaller than it is!]

Not staff, but my guess is that the base is not significant enough to be taken into account, and the fountain itself is certainly not reachable.
