A new user/abuser may not know that data can be edited. The protection may be weak, but it exists.

Please remember although it is saying optional, if the submitter does not provide adequate information about the submission then it is likely to be rejected. The vast majority of my submissions will continue to use that field to make life easy for the reviewer and keep my chances of acceptance high…
